See the actual unit. Negotiate from what is in front of you. Rent out from day one. Keith Tan Boon Kee has guided 4,379 owners and buyers through TOP handover across 7 major Singapore projects.
Understanding TOP
TOP stands for Temporary Occupation Permit. It is issued when a new development has been certified safe and ready for occupation.
Once TOP is granted, buyers collect keys and can move in, begin renovations, or lease the unit out. It is one of the most significant milestones in the ownership journey, and one of the most complex.
Most buyers are unprepared for what actually happens: the defects inspection process, the rectification timeline, utilities activation, handover documentation, and the decisions around renovation and tenancy. All of it compressed into a few weeks while hundreds of other owners are doing the same thing.
The detail owners miss
This is the most common and most expensive misunderstanding at handover.
The Defects Liability Period runs twelve months. Almost everyone assumes it begins at key collection. Under the standard sale and purchase agreement for uncompleted private residential property, it begins on whichever of these comes first:
Keep the developer’s notice and a record of when you received it. Compare that date with delivery of vacant possession using the terms in your agreement.
Source: URA Home Buyers’ Guide - defects liabilityCheck when you received the relevant notice and the vacant-possession date. The TOP issue date alone does not establish the start of your defects liability period. Confirm the applicable dates against your signed sale and purchase agreement.
Read the full handover guide, covering the first ninety days, the rectification process, and the stamp duty position for off plan buyers.
The TOP advantage
Buying at or near TOP is a different proposition from buying off plan. Here is what changes.
You are looking at the actual unit, not a showflat. Actual view, actual facing, actual finishes, actual sun direction, actual noise. Nothing is left to imagination or artist impression.
No construction waitSome sellers at TOP have changed plans, taken a posting overseas, or need liquidity. Keith's network across seven projects surfaces these situations early.
Network accessPrivate condominium buyers can lease immediately at TOP with no waiting period. A well positioned unit can be tenanted within weeks of key collection, subject to condition and market demand.

Owner packs
For projects Keith covers on the ground, there is a full owner pack built around that specific development, including the block by block collection sequence, common defect patterns, and the local vendor list. For everything else, there is a general handover pack.
Common questions
Under URA’s home-buyer guidance, the period runs from delivery of vacant possession or the 15th day after receipt of the relevant TOP and infrastructural-completion notice, whichever is earlier. Confirm the applicable notice and terms against your signed sale and purchase agreement.
During the period, the developer is responsible for rectifying defects in the unit, the project, and common property that are reported in writing, at their cost. This covers construction, workmanship, and materials issues. It does not cover normal wear and tear or damage arising from your own renovation. Structural defect claims sit under a separate and much longer limitation framework, so flag anything that appears structural explicitly and in writing rather than filing it as a finishing item.
Under the standard agreement, the developer is expected to rectify within one month of receiving your notification. If they do not, you can obtain a contractor quotation, give written notice of your intention to carry out the works, and claim the cost. Follow the sequence in your own agreement precisely, because skipping the written notice step weakens the claim.
It depends on the project and market conditions at the time. In a rising market, resale units at TOP often trade at or above launch price because buyers pay for certainty: they see the actual unit, can move in immediately, and can begin leasing. In a slower market, motivated sellers occasionally accept lower pricing. Keith can provide a current comparison for any specific project on request. No outcome is guaranteed.
For private condominiums, immediately after TOP, with no minimum occupation period. For Executive Condominiums, the applicable minimum occupation period must be completed first, and renting individual rooms may be subject to further restrictions. Verify the rules for your specific property type before committing to a tenant.
It depends on when you bought, not when the project completed. The holding period runs from your date of acquisition, normally when you exercised the Option to Purchase. Properties bought between 11 March 2017 and 3 July 2025 carry a three year holding period at 12, 8, and 4 percent. Properties bought on or after 4 July 2025 carry a four year holding period at 16, 12, 8, and 4 percent. Many off plan buyers have already cleared most or all of their holding period during construction. Verify your acquisition date against your documents and check IRAS before committing to a timeline.
Yes. Additional Buyer Stamp Duty applies based on your residency status and the number of residential properties you own, regardless of whether the unit is a new launch or a resale at TOP. Singapore Citizens currently pay 20 percent on a second residential property and 30 percent on a third or subsequent one. Permanent Residents, foreigners, and entities are on different rates. Verify current rates with IRAS before any purchase decision.
CPF Ordinary Account funds can generally be used for private residential purchases, subject to CPF usage limits and to rules based on the property's remaining lease relative to the buyer's age. Those rules have changed over time, so check the current position with the CPF Board or a conveyancing lawyer for your specific situation rather than relying on older guidance.
Look for specific, verifiable experience with handovers rather than general sales volume. You want someone who has walked units in your development, knows the common defect patterns there, understands the defect submission process with that developer, and has an active buyer and tenant network for the project. Ask how many units they have handled at TOP in your specific project, and ask for references. Keith has handled 4,379 units across seven projects, and his registration can be verified on the CEA Public Register under CEA R003793E.
About
Division Director, ERA Realty Network. CEA R003793E.
I have been handling TOP handovers since 2000, long before it became a recognised advisory niche. That work spans seven major projects and 4,379 units, and hundreds of owners and investors who needed someone who knew what to look for, what to ask, and what to do next.
I run HexaGroup within ERA, a team focused on TOP advisory, new launch pre-sales, and corporate and expat relocation. Normanton Park alone accounted for 1,862 units managed at TOP.
Tell Keith your budget, target project, and timeline. He will reach out the moment something matches, often before it is publicly listed.
