URA launches Berlayar Drive and New Upper Changi Road GLS sites - The Edge Singapore

If you've been watching the property market from the sidelines, wondering whether now is the right time to buy, upgrade, or invest, two new government land sale sites just gave you a clearer picture of where Singapore's private housing market is heading over the next three to five years. And I think you need to understand what's really going on here, because there's more to this than just two new sites being launched.

What the Numbers Are Telling Us

The Urban Redevelopment Authority has launched two residential Government Land Sale sites as part of the 1H2026 Confirmed List. The first is at Berlayar Drive in Bukit Merah, sitting within the Greater Southern Waterfront transformation corridor. It's a 99-year leasehold site spanning roughly 272,000 sq ft, with a maximum build-out of about 380,000 sq ft of gross floor area and an estimated yield of 415 units. Tender closes 4 August 2026.

The second site is along New Upper Changi Road in the East, in the Bedok and Tanah Merah catchment. This one is significantly larger, expected to deliver more than 1,000 units, making it a major mass-market residential project. Tender closes 1 September 2026. Together, these two sites contribute roughly 1,425 units to a 1H2026 Confirmed List that totals 4,575 residential units, which is about 50% higher than the average Confirmed List supply seen over the past decade.

That supply ramp-up is a deliberate policy signal, not a coincidence. The government is making a clear statement that it intends to keep private housing supply moving. For buyers and investors, understanding what these sites will eventually launch at matters. The Berlayar Drive site is expected to attract land bids in the S$1,350 to S$1,450 psf per plot ratio range, implying developer breakevens around S$2,000 to S$2,200 psf and likely launch prices in the S$2,300 to S$2,600 psf band. The New Upper Changi Road site, being a large-scale OCR play, is expected to attract more conservative bids, with land in the S$950 to S$1,100 psf ppr range and eventual launch pricing likely around S$1,850 to S$2,100 psf.

My Take On This

In my view, the Berlayar Drive site is one of the most interesting residential land parcels that has come to market in years. The Greater Southern Waterfront transformation is real, it's funded, and it's moving. This isn't speculative urban planning on paper. In 25 years I've watched this pattern before, where a precinct gets anchored by major infrastructure and lifestyle development and prices re-rate sharply once buyers can see and feel the change. Sentosa Cove, one-north, and Marina Bay all followed this arc. GSW is next, and it's bigger.

What I'm seeing on the ground is that buyer appetite for city-fringe RCR product remains strong, especially where there's a genuine story attached to the location. The 5-storey height restriction on Berlayar Drive is significant. It means a lower-density, landed-like feel in a waterfront precinct. That's rare in Singapore. I expect strong developer interest and competitive bidding for this site. Whoever wins it will likely position it as a premium boutique product, not just another leasehold condo.

Here's the thing most people miss about the New Upper Changi Road site. The sheer scale of 1,000-plus units tells you this will be a mass-market, value-driven launch aimed squarely at HDB upgraders and first-time private home buyers. With OCR new launches already trending in the S$1,900 to S$2,300 psf range, a well-priced project in the East at sub-S$2,100 psf on launch will move units quickly. The East has strong organic demand from existing residents who want to stay in the area. Don't underestimate how fast a project like this can sell when pricing is right.

What This Means For You

HDB upgraders watching the East should pay close attention to New Upper Changi Road. When this project eventually launches, probably in 2027 or 2028 after the land award and planning process, it will offer one of the few new launch options in the Bedok and Tanah Merah belt at mass-market pricing. If you're planning to sell your HDB and buy new, the window to decoupled planning matters. You want to time your HDB sale so your proceeds are ready when this project hits the market, without rushing into a resale unit at today's prices out of fear.

Private condo investors need to think about Berlayar Drive differently from a pure yield play. At S$2,300 to S$2,600 psf launch pricing, gross rental yields will likely be in the 2.8 to 3.2% range initially, which is reasonable for RCR but not exceptional. The stronger case here is capital appreciation. If GSW transforms the way the URA master plan envisions, early buyers in Berlayar Drive could see meaningful upside over a 7 to 10 year horizon. I'd treat this as a medium-term appreciation bet with decent rental holding power, not a yield-first purchase.

For investors in the East, the New Upper Changi Road site will bring new supply to a corridor that hasn't seen a major GLS launch in some time. Existing resale condo owners in the Tanah Merah and Bedok South belt should be aware that new supply will create some near-term competition when the project launches. That said, OCR East gross yields currently sit around 3.0 to 3.6%, and well-maintained resale units with immediate rental income continue to attract tenants. If you own in this area and are thinking of selling, the period before the new launch is probably your stronger window.

The Bottom Line

Two very different sites, two very different buyer profiles, but the same underlying story: Singapore's government is pushing supply deliberately and consistently, and both these sites will shape their respective precincts for decades. If you're an upgrader in the East or an investor with an eye on Greater Southern Waterfront, you don't need to wait for the official tender result to start planning.
