Upper Changi land price hits record high, what it means for your next home

If you're an HDB flat owner in Bedok or the east, or you've been watching the private condo market from the sidelines, the tender result that closed on 1 September 2026 should get your full attention. What developers are willing to pay for land today tells you exactly where launch prices are heading tomorrow. And what I'm seeing right now points in one very clear direction.

What the Numbers Are Telling Us

A joint venture between UOL Group, CapitaLand Development, and SingLand submitted the top bid of S$1.425 billion for a 99-year leasehold residential site along New Upper Changi Road, translating to S$1,537 per square foot per plot ratio (psf ppr). That figure beat the second-highest offer from CDL and Hong Realty by 13.8 per cent, according to the tender results. It also cleared the previous OCR record of S$1,388 psf ppr set by the Bayshore Road site that was awarded in 2025 and is now being developed into the 515-unit Vela Bay.

To put the trajectory in context, Bedok-area GLS land has moved from roughly S$1,323 psf ppr at Bayshore Drive, to S$1,330 psf ppr at Bedok Rise in November 2025, to S$1,388 psf ppr at Bayshore Road, and now S$1,537 psf ppr here, all within under three years. Huttons Asia CEO Mark Yip noted the New Upper Changi Road site will be the first GLS plot within walking distance of Bedok integrated transport hub in 16 years, which clearly factored into how aggressively the consortium bid.

The site is a former school parcel, rezoned from educational to residential use, spanning about 331,198 sq ft with an estimated yield of around 1,010 homes across two to four-bedroom configurations. Importantly, URA has clarified this is a tender closing, not yet a formal award. A decision will be made after evaluation and announced separately. No commitments should be made on the assumption this project proceeds until that formal announcement comes.

My Take On This

In my view, the 13.8 per cent gap between first and second place is the most telling detail here. That's not a consortium that squeaked past the competition. That's a deliberate, conviction-driven bid. UOL, CapitaLand, and SingLand looked at this site and decided it was worth paying a significant premium to win it outright. When three institutional-grade developers with deep market intelligence reach that conclusion together, you pay attention.

What I'm seeing on the ground in the east corridor is consistent with this bid. HDB resale prices in Bedok are genuinely strong. According to the research data, 52 HDB flats in Bedok crossed the million-dollar mark in 2026 so far, compared with just 39 for the whole of 2025. A five-room flat at Bedok South Horizon sold for S$1.45 million recently, a new record for that development. Flat owners in the area have real capital to work with, and developers know it.

In 25 years I've watched this pattern before. A record land bid at the suburban level doesn't just set a price benchmark, it anchors the expectations of every seller and every developer around it. Nearby HDB sellers will reference this news. Analysts are projecting launch prices above S$2,300 to S$2,400 psf based on the land cost alone. Sky Eden@Bedok averaged around S$2,100 psf at launch in 2022. Here's the thing most people miss though: you cannot directly compare those numbers because this site falls under the harmonised GFA framework, where aircon ledges, planter boxes and voids are excluded from saleable area. The psf looks different, but the actual unit you get may be meaningfully different too.

What This Means For You

HDB upgraders in Bedok and the east: Your MOP timing matters more than ever right now. Over 9,500 HDB flats in Bedok and Tampines are reaching MOP between 2026 and 2029, according to the research data, which means your upgrader pool is enormous and so is your competition. The good news is that median resale prices for 5-room flats in Bedok stood at S$1.03 million in 2025, giving many households genuine equity to deploy. The risk is that entry prices for new launches in this area are heading higher, not lower. If you're planning to upgrade, working out your numbers now, before this project launches, puts you in a far stronger position than reacting to a showflat queue.

Private condo buyers and investors: The rental fundamentals for this corridor are real. Proximity to Changi Business Park, Changi Airport, and Tampines Regional Centre creates a broad and stable tenant base. But here's the honest picture: four Bedok-area GLS sites will collectively inject around 3,185 new private homes between 2025 and 2028, according to analyst estimates cited in the research data. That's meaningful supply hitting the market within a compressed window. Rental competition from concurrent new launches is a factor you should model carefully, not ignore. For investors, the medium-term resale case is stronger than the immediate rental yield play, given the large MOP catchment underpinning secondary market demand.

Current condo owners nearby: If you own a resale private unit in the Bedok, Upper Changi, or east corridor area, a record land bid at S$1,537 psf ppr structurally supports your asset's value. New launches repriced at S$2,300 to S$2,400 psf or above make your resale unit, especially anything under S$2,000 psf, look comparatively attractive to buyers who want the location but not the new-launch premium. This is worth discussing with your agent if you've been considering whether to sell or hold.

The Bottom Line

A record OCR land price doesn't exist in isolation. It reshapes the pricing floor for the entire east corridor, lifts HDB seller expectations, and sets the table for new launch prices that will test upgrader budgets. The opportunity is real, particularly for those with MOP-eligible proceeds and a clear upgrading plan. But the numbers need to be worked out carefully, because at S$1,537 psf ppr in land cost alone, there is no margin for a poorly timed or poorly structured move.
