River Valley Green's Parcel C isn't just another GLS site. This 1.07 million square foot plot in one of Singapore's most sought-after neighborhoods is shaping up to be a major supply injection into the Core Central Region, and here's why you should care: it's likely to reset pricing expectations for the next two years, create real entry points for HDB upgraders, and signal where developer appetite sits right now in the CCR market.
Let me be direct about what I'm seeing on the ground. The Great World area is on fire. Resale condos here are trading at S$2,450 per square foot, up 8.2% year-on-year, and new launches are hitting S$2,900 PSF. That's premium pricing, but here's the reality: supply in the CCR is tight. We're looking at roughly 2,500 new units expected across the region between 2025 and 2027, while demand keeps pushing forward. The market's hungry for well-located units, and this site sits right where buyers want to be.
The location speaks for itself. You've got direct MRT access with both the TEW and NS lines within walking distance. Orchard Road is just 1 kilometer away. There's solid schools nearby like Gan Eng Seng and River Valley Primary. The River Valley dining and entertainment scene is established. This isn't a speculative play on potential; developers are bidding on proven demand.
Here's where it gets interesting. The tender for Parcel C opened at a reserve price of S$18.86 million back in December 2025, and it's still open as we move into April 2026. That tells me interest is real but measured. Developers are doing their homework before committing.
Look at what happened nearby. Parcel B of River Valley Green closed in September 2025 with a joint venture bid of S$920 million, which worked out to roughly S$1,450 per square foot of land. That site is planning around 850 units. Alexandra Hill Parcel A, tendered in October 2024, went for S$610 million at S$1,280 PSF with 740 units planned. The former Farrer Park site commanded S$1,950 PSF in June 2025 because it's bigger and closer to MRT. Based on this track record, I'm expecting Parcel C to land somewhere between S$1,300 and S$1,400 PSF when a buyer commits.
What does that mean for launch pricing? With land costs running 30-35% of overall project value, that S$1,300-1,400 PSF land rate translates to expected launch pricing in the S$2,600 to S$2,900 range, depending on the developer's cost structure. For a 1,000 to 1,200 unit project, we're talking a completed value of roughly S$3.2 to 3.5 billion. That's substantial, but developers are willing to bid.
If you're sitting on an HDB with proceeds to upgrade, this matters to you directly. The majority of buyers in Great World, roughly 70%, are HDB upgraders. These aren't purely investment purchases, they're lifestyle decisions. You're getting a real entry point into the CCR without paying the full secondary market premium. A 2-3 bedroom unit at S$2,600-2,900 PSF puts you in the S$2.2 to S$3 million ballpark when these units launch around 2029-2030.
Here's the catch I need to mention honestly. ABSD has tightened significantly. If this is your second property, you're now looking at 17% additional buyer's stamp duty. If it's a third property, that goes to 30%. These are material costs that will clip 3-5% off your acquisition power. Factor that into your upgrader maths early. The CPF Housing Grant of up to S$120,000 available for upgraders helps, but the math is tighter than it was two years ago.
If you're looking to buy here for investment, let's be clear about what you're getting. Rental yields in Great World sit at 2.8-3.2% for 1-2 bedroom units. You're looking at monthly rents of S$6,000 to S$9,000 depending on the unit. That's lower than what you'll get in RCR, no question about it. But here's the upside: rental demand in this area is up 22% year-on-year, driven largely by expats in finance and tech sectors. The tenant pool is strong and stable.
My view on timing for investors is this. If you buy at launch around S$2,600-2,800 PSF, you're targeting 12-18% total appreciation over a 3-5 year hold. That's S$3,100-3,300 PSF exit territory in 2029-2031. Combine that with accumulated rental income and you're looking at mid-teen returns. That's reasonable for CCR risk in this environment. The key is you can't be flipping this in 2-3 years and expect huge gains. This is a medium-term hold for capital appreciation plus yield.
What excites me about Parcel C isn't just the units it'll deliver. It's what it tells us about where the market is headed. We've got CCR prices up 9.1% year-on-year as of Q1 2026. Great World specifically is up 11.2%, partly because of spillover demand from Orchard en-bloc sales like The Marq, which commanded S$1.15 billion in 2025. Developers are confident enough to bid aggressively on prime land. That confidence matters.
The HDB upgrader wave is real and ongoing. We're looking at 45,000 BTO flats coming in 2025-2026, which means next-generation upgrader demand will remain solid through the decade. At the same time, CCR supply is constrained. URA has other plots lined up in River Valley through 2026, but the pipeline isn't huge. Sites like this will fill the supply gap quickly.
Here's what I'd suggest you actually do with this information, depending on who you are.
The reality is this site will launch, units will sell, and Great World will remain expensive. The question is whether you get in early at the launch window or chase secondary market premiums later. Both have merit depending on your timeline and capital position.
