The Singapore EC market in 2026 has a narrow supply window in the east. Coastal Cabana launched in Pasir Ris in January, and Rivelle Tampines opens for booking in March. After these two, there is no confirmed east-side EC launch on the 2026 horizon. If you are a Tampines upgrader who has been watching and waiting, the question is whether Rivelle is your window - or whether you should hold out.

East EC supply picture in 2026:

Coastal Cabana (Pasir Ris): 748 units, average ~$1,734 psf - launched January 2026

Rivelle Tampines: 572 units, from ~$1,798 psf - booking 21 March 2026

Next east EC launch: Not yet announced as at March 2026

Islandwide unsold EC inventory: approximately 239 units as at mid-February 2026

The Supply Argument for Acting Now

The EC market in Singapore is structurally supply-constrained. EC sites are released by HDB through the Government Land Sales programme, and the number of EC sites per year is limited by government policy. In the east specifically, the land available for EC development is finite - Tampines and Pasir Ris have limited remaining parcels that would qualify for EC development at the required scale and location standards.

The last EC to launch in Tampines before Rivelle was Aurelle of Tampines in March 2025, which sold out completely within one month. Before Aurelle, Tenet EC in 2022 and Parc Central Residences in 2021 were the east's options. Each successive launch has been at a higher price point. The pattern is clear and consistent.

An estimated 13,484 HDB flats will reach their 5-year Minimum Occupation Period across Singapore in 2026, up from approximately 8,000 in 2025. In Tampines specifically, approximately 6,200 flats are reaching MOP between 2024 and 2026. This creates a large, ready, eligible upgrader pool chasing a limited EC supply.

The Case for Waiting

The counter-argument is straightforward: EC prices have risen substantially and may not continue at the same pace. If broader private property prices moderate in 2027 or 2028, EC prices may follow. Waiting could allow you to buy a similar or better EC at a lower price point in a future launch cycle.

The risk of this strategy is that EC sites in the east are not guaranteed - the government may choose to release more EC sites in the west or north where land is more readily available. Waiting for a Tampines EC at a lower price assumes both that a future EC site will be released in Tampines and that it will be priced lower than Rivelle.

Case for Rivelle Now

  • No confirmed east EC launch after Rivelle
  • EC prices up 50%+ since 2021 - trend is upward
  • 6,200 Tampines HDB flats reaching MOP in 2024-2026
  • Aurelle sold out in 1 month - strong demand signal
  • Up to $30,000 CPF grant available for first-timers
  • Deferred Payment Scheme reduces upfront cash burden

Case for Waiting

  • Prices at $1,800 psf are historically high for EC
  • Private condo price moderation could pull EC prices down
  • New EC sites may be released in better locations
  • Interest rate environment still elevated
  • 5-year MOP is a significant commitment

The Honest Assessment

Rivelle is not a speculative bet - it is a family home in a mature estate with good schools, MRT access, and a proven developer. If the Tampines location works for your household and your income and household composition meet the EC eligibility criteria, the decision to buy or wait should rest on your family's genuine housing needs and financial readiness, not on trying to time the market.

If you need a larger home now and your HDB is at MOP, the cost of renting while waiting for a hypothetical future EC at a lower price may exceed the difference in purchase price. If you are comfortable in your current HDB and have flexibility on timing, waiting is a valid choice - but it carries its own risks.
