Prime Katong freehold site signals strong investor appetite for land

If you've been watching the Siglap and Upper East Coast corridor for an opportunity, whether you're a developer, a serious investor, or a buyer hoping a new boutique freehold project launches there soon, this is a site worth paying attention to. Freehold land in this part of Singapore doesn't come up often. When it does, it tends to move fast and set a new benchmark for what comes after.

What the Numbers Are Telling Us

A 13,523 sq ft freehold residential site at 2 and 4 Jalan Ulu Siglap, just off Upper East Coast Road, is being offered for sale via Expression of Interest at a guide price of $28 million. That works out to roughly $2,070 psf on land area for a landed redevelopment scheme, or about $1,462 psf per plot ratio for a non-landed approach, inclusive of the estimated land betterment charge for a 7% balcony bonus GFA.

The site currently houses a nursing home that has been operating for more than 30 years. The baseline gross floor area sits at approximately 18,713 sq ft, implying a gross plot ratio of about 1.38. With the balcony bonus applied, the maximum buildable GFA nudges up to around 20,023 sq ft. At typical boutique unit sizes of 900 to 1,000 sq ft, you're looking at a potential yield of roughly 18 to 22 units.

What makes this site stand out beyond the freehold tenure is the location. It's approximately a 10-minute walk from Siglap MRT on the Thomson-East Coast Line, and you have F&B, Siglap Centre, Bedok Mall, and Parkway Parade all within a short drive. This is a genuinely liveable, established address, not a fringe location being dressed up with developer marketing language.

My Take On This

In my view, $1,462 psf ppr is a realistic and defensible land rate for this location given what freehold boutique condos in the Siglap and Upper East Coast belt are achieving right now. Newer freehold stock in this corridor has been transacting in the $2,200 to $2,800 psf range. A developer who controls costs and reads the buyer profile correctly has a workable margin here. It's not a giveaway price, but it's not irrational either.

Here's the thing most people miss about small freehold plots like this one. The real value isn't just in the numbers on a spreadsheet. It's in the scarcity story. Freehold land in Siglap is tightly held. Most of it has been in the same family hands for decades. Collective sales in low-rise landed enclaves are notoriously difficult to execute. So when a single-owner, regular-shaped, well-located freehold site comes to market cleanly, developers take notice. I've watched this pattern play out in the East Coast corridor more times than I can count over the past 25 years.

What I'm seeing on the ground is continued strong interest in freehold East Coast addresses from both local buyers and returning Singaporean families. The Thomson-East Coast Line has genuinely re-rated this part of Singapore. Connectivity to the CBD, Orchard, and eventually the North is no longer a compromise. That infrastructure uplift is still being priced into land values, which means we're probably not at the ceiling yet for well-located freehold sites along this stretch.

What This Means For You

If you're an HDB upgrader on the East side, here's the practical takeaway. A boutique freehold development on this site, if it materialises, will likely be positioned at a mid to upper price point, with 2- and 3-bedroom units probably launching somewhere in the $2,200 to $2,600 psf range depending on market conditions at TOP. The overall quantum per unit could still be digestible compared to larger projects closer to the city fringe. Watch this space if you're planning a 3 to 5 year upgrade horizon.

For private condo investors, this kind of land transaction is a useful signal about where developer confidence sits for the East Coast freehold segment. When a developer commits to land at $1,462 psf ppr, they're implicitly telling you they believe exit prices will hold or improve. That's useful information if you're deciding whether to hold an existing East Coast freehold unit or take profit. In my experience, new launches tend to re-anchor resale prices upward in the surrounding micro-market, so owners nearby often benefit too.

For overseas buyers and investors looking at Singapore freehold residential as a capital preservation play, the Siglap to Upper East Coast belt represents something increasingly rare: genuine landed surroundings, freehold tenure, MRT access, and lifestyle amenities in a mature low-density enclave. If a new boutique project launches from this site, it will almost certainly attract interest from that buyer pool. Getting in early on such launches, at or near initial pricing, has historically been the more rewarding entry point.

The Bottom Line

Freehold land in Siglap is not going to get cheaper or more available. This site at Jalan Ulu Siglap is a textbook example of the kind of asset that quietly changes hands, gets redeveloped into something boutique and desirable, and then becomes a reference point for the next few years of pricing in the neighbourhood. Whether you're a buyer, an investor monitoring the East Coast market, or simply trying to understand where values are heading in this corridor, this transaction deserves your attention. If you'd like to talk through what this means for your own property plans, I'm happy to have that conversation personally.
