FTA Exemptions — Which PRs Qualify?
Under Singapore's Free Trade Agreements, nationals of certain countries who hold Singapore PR status are entitled to the same ABSD treatment as Singapore Citizens. This is an important and often overlooked benefit.
The nationalities that qualify for FTA ABSD remission are:
- United States nationals
- Nationals of Iceland, Liechtenstein, Norway (European Free Trade Association members)
- Swiss nationals
If you hold PR status and are a national of one of these countries, you pay the Singaporean ABSD rate — not the PR rate. This means your first purchase attracts zero ABSD, and subsequent purchases are taxed at 20% and 30% respectively, rather than 5%, 30%, and 35%.
To claim this remission, you must apply to IRAS with supporting documentation of your nationality. Do not assume it applies automatically — an active application is required.
Can a PR Buy HDB?
A single PR cannot purchase a new HDB flat from HDB. PRs can only purchase resale HDB flats, subject to eligibility conditions. If a PR purchases a resale HDB flat, this counts as their first residential property and attracts 5% ABSD.
If a PR subsequently wants to purchase a private condominium while retaining their HDB flat, they face 30% ABSD on the private property — making this a significant cost consideration. Most PRs who upgrade to private property choose to sell their HDB first.
Citizenship as an ABSD Planning Strategy
For PRs who are seriously considering long-term property investment in Singapore, taking up Singapore Citizenship is the most effective ABSD planning strategy available. The difference in ABSD rates between PR and SC status — particularly on the first property (5% vs 0%) and on subsequent purchases — can amount to hundreds of thousands of dollars over a property investment career.

Joint Purchase with a Singapore Citizen Spouse
If a PR purchases property jointly with a Singapore Citizen spouse, the higher of the two applicable rates applies to the full purchase price. For a first property, this means the PR's 5% rate applies to the full purchase — not zero.
This is why some couples choose to purchase the first property in the SC spouse's name alone — resulting in zero ABSD on the first purchase. This requires the SC spouse to qualify for the loan independently under TDSR, which may affect the loan quantum available. The trade-off between stamp duty savings and loan eligibility needs to be modelled for each specific situation.
